The ramps would answer a major criticism directed at the plan, that it focuses on building prodigious amounts of retail space first and that not enough ground work was being laid for the residential units that will come later—as far ahead as 2025.

As it stands now, critics have labeled the Willets Point development a bait and switch in which affordable apartments were promised at the outset but then pushed aside for valuable retail space. Intensifying that criticism was a recent reduction of the original plan’s inclusion of 5,000 units of housing to around 2,500.
