Personally while I am not nuts about the three balls idea I like the foul out rule. Let’s move things along. Sure strikeouts would go up but so what?

Offense is already down significantly, this would only make it worse. Stop letting batters out of the batters box and the pitchers running circles around the mound between each pitch. That would move the game along.
This is baseball, not softball.
Enforce the rules that are on the book regarding timing (batter and pitcher), and for that matter enforce the real strikezone. Do that and the game speeds up without the need for changes
r u kidding, fouling bad pitches off is the sign of a good player – this is not a arch pitch softball league.
Wow, I think this is a really terrible idea and I hope it never happens. It would ruin the game.
