This isn’t a fake image…but it’s not from 1986. It’s from 2008 (or so) on the last generation, widescreen HD Diamondvision. They recreated the message for ESPN after a game. You can see 2008 Shea mixed in with 1986 footage here:

I was working at Shea the day they did it; it was after a game when most (or all) of the fans had left.
Just an update…Wikipedia says “The Top 5 Reason You Can’t Blame…” debuted in 2005. So I had the year wrong. And that explains why Citi Field isn’t looming in any of the shots of Shea, like at 10:09-10:11 of the video. But those frames gives a clear shot of the Diamondvision message, plus the 2000s era ads on the fence, retired numbers in left, KeySpan sign behind the bleachers, remodeled scoreboard, etc.
