CHP Officer Matt Harvey said that at 3:56 p.m. a call came in reporting a cow was on the wrong side of the fence and was making its way toward the freeway.
”We attempted contact the owner, but we are not ready to release the owner’s name because we can’t confirm who owns the cow,” Harvey said.
