According to the WPU, one of the judges also questioned the city’s stance that the 1961 state law allowing the parking area in Flushing Meadows to be for a stadium and not other uses: “Let’s not pretend that there isn’t a specific purpose for that parkland to support — parking, for a stadium, Shea stadium.”
