Although the original development plan required 35 percent of the units to be affordable, a 2013 amendment added after the Council vote established that only 875 units have to be.Critics of the plan say that the affordable units could never be built.
The developers could just pay a $35 million fine instead. And if the city does not build more Van Wyck Expressway exit ramps by Dec. 1 2025, the Queens Development Group — a joint venture between Sterling Equities, a firm belonging to the New York Mets’ owners, and the Related Companies — would not be required to build any of the affordable units.
