A definition of fraternize includes “associate or form a friendship with someone, especially when one is not supposed to.”
One can only wonder why the umpires did not do anything about this. As you know, “each umpire is the representative of the league and of professional baseball, and is authorized and required to enforce all of these rules.” The correct move would have been to order the players to refrain from such blatant fraternization. Had the players not listened, they could have been fairly ejected.
